Salesman Referral Strategy & Ethics

During the car sales process, Tom Smith, the salesman, is 80% successful in getting his personal cell phone number in his clients cell phone as "Car Tom Smith". "Please call me after a week, and let me know if all is fine, or if you have any questions, I will be happy to help". Besides helping people with questions or directing them to the right support people, 35% people call him to introduce new clients. Tom has now found a new job and moved from Dealership Honda to Hyundai. What action of his related to referral leads from his former customers will be considered inappropriate? (hypothetical questions for discussion)

This is really thinking outside the box and interesting concept. I would hope that he is asking his customers to put his number in their phones. Assuming he is, that is a great thought and will keep that customer's thoughts on him when they are in the market for a new car.
