We have in the past advertised payments, but as Martins Ville mentioned, you have to make sure to check the compliance aspects. As for online, there many ways to advertise specials. One of our most effective ways of doing this is adding banners on the unit that say "special." We also have a specific specials page for pre-owned units.

I would post prices on the lot.  It communicates transparency, and you can actually use this as a dealership differentiator and a talk track for salespeople.
